CHENGDU, June 26, 2026 – On this vibrant summer day, the hardware and electrical machinery industry in Sichuan Province reached a milestone moment – the 7th Member Representative Assembly of the Sichuan Provincial Hardware & Electrical Machinery Industry Association was grandly convened.
Under the theme "United for a New Journey, Creating New Momentum," 131 official delegates from across the province gathered to discuss the industry's development blueprint and witness the association's historic transition.

The assembly opened with the majestic strains of China's national anthem. As a core industrial hub in western China, the hardware and electrical machinery sector is a fundamental pillar of Sichuan's real economy, spanning equipment manufacturing, construction engineering, new energy, and intelligent manufacturing. This leadership transition not only provided a comprehensive review of the 6th Council's work but also carried the deep expectations of more than 10,000 enterprises in the province for transformation and upgrading over the next five years.
A crucial note to all delegates: The candidate for chairman of this council was formally approved by the Social Work Committee of the CPC Sichuan Provincial Committee on June 16, 2026, under the "Third Batch of Review Opinions for 2026," in accordance with the province's detailed selection rules for industry association leaders. This official endorsement, under the guidance of the Party's higher-level organization, underscored the legitimacy and authority of the election.
Strict Elections Produce a Widely Supported New Team
The assembly strictly followed the Regulations on the Administration of Social Organizations and the association's own charter. Delegates reviewed and approved the 6th Council's work report, financial audit report, and supervisory board report, and voted on revised articles of association and election procedures. In a solemn and orderly process, the assembly elected the 7th Supervisory Board and Council. Lin Zhiyi, Deputy General Manager of Wanguan Group, was elected Chair of the Supervisory Board.

By unanimous vote of all council members, Luo Xingzhou was elected Chairman of the 7th Council of the Sichuan Provincial Hardware & Electrical Machinery Industry Association. Vice Chairmen include Huang Chao, Lei Wei, Cao Zaiqiang, and Li Renqiang – all prominent industry leaders.
He Zhiyao, former Vice Chairman of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) and former Chairman of the Sichuan Federation of Industry and Commerce, personally presented the chairman's plaque and posed for photos with the newly elected chairman. In his keynote address, He highly praised the association's past work and urged the new leadership to continue serving as a bridge between government and enterprises, guiding the industry toward high-quality development on a compliant and lawful track.

New Chairman's Vision: Pragmatic Action over Empty Talk
A veteran of the hardware trade who rose through the ranks at the "Ximen Production Materials Market," the newly elected Chairman Luo Xingzhou delivered a speech marked by practicality and passion. He admitted that since his nomination, he has felt the weight of responsibility. Facing today's complex economic environment, he said, many businesses are at a crossroads – but this also presents an opportunity to weed out the weak and drive industry upgrading.
For the next five years, Chairman Luo articulated a new operational philosophy: "membership through business, and sustaining the association through commerce." He announced two core strategic initiatives:
Establish a "Project Task Force" to Focus on Major Group Procurement. Leveraging the association's credibility, the task force will set up a centralized procurement and display center, pooling member companies' products for unified supply to large-scale projects, breaking down barriers to entry. Luo revealed that the association has already built deep supply channels for the lower Yalong River hydropower station cluster – a single project expected to generate a minimum of RMB 500 million (approx. US$69 million) in annual supply. At the evening banquet following the assembly, core member enterprises formally signed a supply and cooperation agreement with Tibet Jishi Supply Chain, the project partner, signaling that the strategy has moved from blueprint to reality.
Form an "Overseas Task Force" to Expand into Global Markets. Composed of promising second-generation hardware entrepreneurs, the task force will integrate association members who already have warehouses or hardware supermarkets in Kazakhstan, Russia, Indonesia, and other countries, connecting with overseas buyers and local business associations to coordinate the entire supply chain for collective global expansion. Chairman Luo called on all members: "In the next five years, let us join arms, unite, and jointly solve business challenges and create a brighter future together!"
Sichuan Products for Tibet – A Strategic Initiative
During the assembly, a far-sighted agenda item drew significant attention – Vice Chairman Lei Wei released the "Sichuan Made • Used in Tibet" initiative on behalf of the association. The initiative aims to respond to national policies supporting Tibet and western development, leveraging Sichuan's industrial advantages to precisely match infrastructure demand in Tibet, setting a model for cross-regional supply chain cooperation.

As the melody of "Ode to the Motherland" filled the hall, the 7th Member Representative Assembly concluded all its agenda items.
